Quan--Loncar series, Phase 24

Phase 24 applies the shell-subtracted polar Green matrix to the actual N=15 dielectric-centered Ey pole. It separates radial panel order, angular order, and radial cutoff while keeping the analytic longitudinal projector fixed.

The resonance engine passes provisionally only if every row is passive, all post-coarse mode overlaps exceed 0.99, and the final increment on each polar quadrature axis changes the decay rate by at most 10%.

run_phase24_extension.py then tightens the two remaining nontrivial axes to a 5% gate before the pole is exposed to implicit differentiation.

run_phase24_final_gate.py extends only the remaining cutoff and angular axes. Failure at this point triggers analytic high-momentum tail subtraction rather than indefinite brute-force quadrature growth.
