Phase 47: expanded second high-Q step

The Phase-45 trust step achieved a model ratio of 1.044, so the second step uses the Phase-46 cached gradient and expands the scaled L2 trust radius from 1 nm to 2 nm. The real resonance-frequency derivative is still projected out, fabrication constraints remain enforced, and a fresh corrected complex-pole solve supplies the acceptance test.

Mode volume and coupling changes in this checkpoint are linear predictions. The following fused objective evaluation is responsible for validating those quantities and generating the third-step gradient.
