Phase 49: third high-Q step and optimization pause gate

After two accepted steps with objective model ratios close to one, this phase expands the scaled L2 trust radius to 4 nm. The largest individual geometry move remains below 1.4 nm. A fresh corrected pole solve provides the nonlinear acceptance test.

This is the final ascent step before a basis-robustness audit. Further gains in the current P1-z0 hole and y2-z0 waveguide bases should not be treated as physical until the optimized pole is transported to enlarged local bases.
