Phase 51: optimized-pole local-hole-basis audit

At the Phase-49 geometry and the Phase-50 y3 background waveguide basis, this phase reconstructs the P1-z0 corrected pole, exactly embeds its sector vector into P2-z0, and branch-tracks a production-resolution P2 pole.

The provisional stability gate requires a converged passive pole, no more than a 10% Q change, and at least 0.99 overlap with the exactly lifted P1 mode. A failure means optimization stops while the local hole basis is converged. A pass means the next optimizer must nevertheless run natively at P2/y3 before further ascent; gradients from P1/y2 should not be reused.
