Phase 53: separated waveguide-z1 audit

This phase extends the regularized cross-section Green operator from a z-constant basis to normalized Legendre degrees 0 and 1. The qz integrals of the longitudinal Maxwell projector are analytic; the remaining qy integral uses the production panel rule, and Pxx + Pyy + Pzz = I closes the slow tail exactly.

The pole transport changes only the background waveguide basis from y3-z0 to y3-z1; the local cavity basis remains P2-z0. This separation is required before testing P2-z1 holes.
