Phase 54: separated local-hole z1 audit

After Phase 53 enlarges only the background waveguide thickness basis, this phase holds y3-z1 fixed and lifts the local cavity basis from P2-z0 to P2-z1. Exact z parity increases the sector dimension from 90 to 120 (rather than doubling it). No new optimizer step is allowed until this pole transport passes.
